if you did a sog with shit loads of tiny plants 40 is not unreasonable, my suggestion is go vertical, with 3x600 or 3x400 and run your moms under flouros,
if you absolutely must run that amount of amperage here are a couple of suggestions, get some THICK low gauge number extension cords (10 is better than 16) if you cant find those you can make your own by getting higher gauge ones and splicing 2 in parallel. this is not UL approved but will work if done right. The other thing you could do is see if your land lord would let you pay an electrician to put in another breaker to that room(odds are you will have to make up a good excuse for that one). also talk to your local hydro shop they might have some ideas.

the long and the short of it is a good set up no matter what method will yield about 1 gram per watt per cycle, a great run will be 1.5 g/watt, decent would be .7g/watt so. How much are you trying to get out of your run/ cycle? if you had the most awesome setup with the watts you were talking about you would only get a max of 3.3KG(more likely around 2 kg) per 2-3 month flower cycle, weather you split that up weekly, bi-weekly...
so i would back track and say how much do i need (in grams) and then multiply that by .8 that will tell you how many watts of light you need.
In theory you should be able to get a constant load of 12 amps no problem through a 15a breaker this means that 12amps x 120 volts= 1440 total watts you should easily get the problem is motors can sometimes pull double or triple the amperage upon start up causing the circuit to blow.
if you have 20 amp breakers you could get get about 16 standing giving you about 1920 watts (still not enough for your 2200 goal)
If you find your self popping the breaker run your fans on the extension cord not the lights if possible.
If you had in apartment washer and dryers you might be able to snag a 220 line and that could be your ticket to the watts you desire.
