I live in hawaii. and we get almost exactly 12 hours of sun for 9 months of the year. Does this mean that for those 9 months my plants will not go veg., flower really early, and all have tiny buds? cause i didnt think so, but someone on a thread told me, that if u have 12 hours of sun all the time the plants will just bud too fast and only get tiny buds. is this true?

Yeah it is true because the plants will start to flower right away.
You can start them inside, veg on 18 hours, and move them outside to flower.

is there any way to do it without growing indoors to start?
Nooooooo
once a plant is put on 12 hours light 12 hours dark, it automatically starts flowering. it has to be on 18/6 for it to grow or just 24 hours of light.
thats just how it is man

Unless u just wait till its one of the 3 months that isnt 12/12 in hawaii..then that will give u time to get it a decent size and to start budding when 12/12 come sback

um your plants should be fine as long as they get the maximum amount of light in your situation... when i visited hawaii two years ago i picked up some outdoor organic Gold Bud that was some fire. The sun is a powerful source of light... and even if the plant only gets 12 hours of light a day it will grow to be a decent size...when i was 16 i planted a plant in sept(south florida) and harvested in jan when it was 6ft.... it didnt get more than 14 hrs of light at first
