Wing reflectors in busts?

Hey guys. Ive just noticed something. Whenever I see busts the grow ops usually have wing reflectors atleast in the UK. Is this just because they're keeping cost to a minimum. Everyone on these types of sites sing the praises of air cooled.

Anyway just a general questions I understand if no one actually answers.

Probably to stay cheap. I have wing and enclosed hoods. I never hooked my enclosed hoods up to be forced air cooled because my garden is small. I like the enclosed because of the glass that prevents anything from bumping the bulb and to contain any bulb blow outs. Wings are easier to move around while ducted air cooled enclosures are pretty much in place for the long haul.
I pretty much only grow vegetables now, so the heat from the lamps stays in to help keep my basement warm during the winter.
For a larger grow, with the need of an air scrubber for smell, air cooled lamps make more sense.
