to answer your question plants do not flower at 12/12, that is just a number used by indoor growers because it is short enough days to trigger flowering fast(within a week or two) but still long enough to ensure good bud development. also most bud will not mature at 14-10 even though they will start to bud under those hours, 12/12 allows them to finish budding in a reasonable amount of time.
outdoors your plants will start to flower from 16-14 hours of daylight, and the strain is completely dependent on when it starts to flower, not so much how long it flowers for.
