It's either trying to root or its a type of fungus.

Ummmmm it Definitely looks like a tumor. 
Honestly the only thing I have seen similiar to that is root material like LURP said. A couple of my plants had similiar looking balls down close to the soil so I put more soil in the pot and roots came out of the little balls. Mine didnt look nearly as nasty as yours though hahaha.
