The initial/input ppm matters?
Yes it matters you don’t want it too high or you will burn your plants
Your coco is dry, they are dying. Feed daily at PH 6.0 and a EC of 0.7 - 0.8 if you water is hard. If it's soft water then give them about 0.4 - 0.5 EC. Make sure your light is dialed in properly as well.

How do I know if my water is hard?

I test my water and it says 460 μs/cm . Is this 0.460 EC?
I have absolutely no idea dude. The pen I use it just tells me 0.4 EC or 0.5 EC or whatever the reading is, it sounds like you have a different sort of pen which I have no clue about. You should be able to convert your reading into EC but I don't know how to do that. Hopefully someone with some more knowledge than me can help out

we need to know what meter your using or what scale it’s using if you know. If you let us know what meter it is we can most likely figure it out.
