Soil won't drain please help!

After transplanting some outdoor girls I realized the soil in the bottom smelled rotten, it was soggy, and it was compacted. It was only the bottom 1/3 of the soil. The soil has some clay but not too much. The roots had stopped growing downwards because it was so wet. What can I do to help drainage(no money)? I have sand and shit like that. Any tips are very appreciated.

Also the soil on the top 10 or so inches is bone dry. just the bottom is swampy

Get some slow release veg pellets(osmocote) more mulch and water them more. Also consider updating your wardrobe if they come through.
