If you will notice, the 10MG ( x 8 )version is not on the controlled drugs list, just the 100mg dose version. Anything under 100mg is legal to sell OTC, but like cough medicine you can only get 1 every few days.
I can go buy some right now OTC from the pharmacist, but it will only contain enough Codeine to be under the 100Mg limit (the whole bottle has 8 doses at 10MG per dose. Totally legal narcotic that can be purchased OTC.

Of course he did. That is the way literary bios are done. The author himself writes it for use by the publisher.

His bio listed him as Kenya-born for 16 years "and nobody noticed", then when he was planning to run for president somebody "noticed".
