no offense but that soil looks like shit, hardly any pearlite from what i can see, and the peat moss just stays saturated for days. I had the same thing happen with a couple tomato plants i started from seed this year for my garden. they were doing EXACTLY what yours are doing, not growing, been sprouted for 3+ weeks. I removed the soil from the pot to discover very thin, stunted roots. I removed all of the soil i possibly could, even sacrificing a little bit of root mass... and then planted into my soil i use for indoor cultivation (3 parts Sunshine #4, 1 part worm castings, 1 part coco, with dolomite and rock dust mixed in)... 3 weeks later, i have beautiful plants that are showing a lot of growth and you would never know that they looked like shit and almost got tossed. you need drainage, and better soil. Oh and feminized seeds with any stress will show hermies... seen it too many times. This is why I Only buy non fem seeds now, and most everything in my garden is TGA subcool. Dankest weed in the biz...
