I bought a 400w grow light from optic lighting and all four cobs are busted. It's been sitting in my closet since last summer so I'm not sure what happened to it but they are cracked and don't fully light up. It currently has the CXA3070's and I was wondering if I could upgrade them to the CXB3590's using the same LPF-90-42 drivers.

Yes you can. And wired they all broke. Sounds like they're improperly heated of they burnt out.

I'm really not sure what happened. 2 of the fans were broken when I bought it. It ran for a couple hours before I noticed but I never saw any damage. I finally decided to start a grow so I replaced the fans and noticed they were cracked. It looks to me like they got beat up in storage.
Do you have the part number for the CXB3590 holder? I don't like the kapton tape and solder paste they used.

Looking at the pic, easy to diagnose, overheated. Fans and or thermal connection not great.
Do they run constant 42v? can you see what mA they run at?
Too much current and too hot. If your going to reuse the drivers, give thought to wiring in parallel so you can spread the amps across mor cobs.

It wouldn't be an issue in this instance. No risk of shit blowing if the original drivers were used and a proper thermal path was established.
Running these without a fan was a big no-no. The optic lights already ran hot IIRC so that's just making a bad situation worse. That few hours on the initial test could be enough to have sufficiently cooked your cobs, especially if you had the lens on during the test.
In any case, looking at those heat sinks, I don't think there is enough room for the CXB3590. The 3590 is a bit bigger than the 3070 chips. I'd just replace them with CXB3070 chips and call it a day.

But I wouldn't use those heatsink KS with 3590's. Even actively cooled. Ubless you run 1050 or less.

Pretty sure with that driver, they were run in parallel. Which is most likely why they blew. I'd get a new driver. 120-1050

Will you take some pics of the wiring?
The 3070s already have places with no heatsink contact that could create hot spots. If you run a bigger chip then there will be more area of the chip without contact. I would recommend new heatsinks either way
