My main point is that have it wrong again and always. US Bonds are debt. The US financed the war on war bonds. The US public transferred savings from banks to war bonds. It hardly mattered to them where the money was kept. Banks made a killing loaning money to industrialists to expand factories for the war. So, not a hardship anywhere in the financial world. This wasn't a huge patriotic act. It never is when money is involved.

A bond is a debt. They issued bonds to individuals who in return lent them money with the expectation they will be paid back with interest. Those bonds were backed by silver.
