Just wondering how feasible this is. Would really slow down growth i bet, but is it enough light to keep a plant healthy?

I'd wondered about that. It's probably a good idea, but I figured if you constantly renew their air, it might help to accelerate, rather than slow their growth. I'm all ears though if you tried it and it worked for you. Always good to know what has worked for others and why.Permanent wind on them will achieve this.

That's probably a better approach for a mother plant.A bad plan, your clones will suffer, you want your moms pumping under a full veg light which is like half of full flower light to get happy health rooted clones in 7/8 days. Your stunting plan will cause you fits while cloning.
Unless you are not planning on taking cutting for more than 2 months, then ya fill your boots
I think a better plan is to just keep cutting them way back .I have had moms on the back sheild that I would cut down to 8 inches of hight to save space

How is the air circulation generated?Zero fans or wind in any of my tents these days, barely feel air movement from extraction.
