First time Growing (Plants Ages : 48 days)

Hello everyone,
I have planted these two plants outdoor first for the first 2 or 3 weeks. I started noticing that it was getting colder and the weather was transitioning away from the summer, So i decided to buy 2 e27 LED bulbs 6000-6500k and move the plants indoor. Once I have moved them indoor I always had the lights extremely close to the plants, especially the larger one. For example one of the lights was literally 1 cm away from one of the leaves of the plant. I have decided to move the lights further away (as seen in the photo) because I believe that the plant's growth was stunned. Could this be the reason as to why my plant looked a little bit unhealthy and was stunned. These two plants were planted on the first of August.

They need even more light and I think the word you were looking for was "stunted"
Too much fertilizer is easy when you don't have enough light
 
I ordered 4 full spectrum led e27 bulbs. With Red, Blue, White and UV and IR lights on them
each bulb is claiming to be 28 watts. They are on their way.

My question is, could the reason that my plants were not growing is because my lights were like less than 1 cm from them?

I ordered them yesterday.

My question is, Can my plants keep growing with these lights for the next 1 or 2 weeks?

maybe. can you put a couple cfl bulbs over them too, and maybe move them closer to a window, a small t5 fixture woud do wonders for you. Your plants will not flower to their potential in your conditions
