What people are misinterpreting is what kind of investigation this really is.
It is NOT a criminal investigation. It is a background investigation.
As such, the scope of the investigation is limited in that it goes to Kavanaugh's background, not everybody else's. It also means the FBI is not "free to pursue" any lead they get. They are limited in that the lead must pertain directly to Kavanaugh's background.
In other words, if somebody says they know somebody that has pertinent information about something Kavanaugh did, then the FBI are free to take a look/listen to that and put it in their report.
If somebody says something about Dr. Ford, or Mr. Judge, then the FBI isn't going to care about that because they aren't the subject of the background check, Mr. Kavanaugh is.
So in that regard, yes, the investigation is limited in scope. But that isn't down to anybody dictating anything form a political end. That is down to the type of investigation and subject of the investigation and nothing more than that.
