AlphaNon, you are failing to realize the import of all these damn tax credits that the government is proposing.Grow up. Welfare constitutes 1/10 of 1% of your taxes. Social security and Medicare about 10%. Military/Defense spending, national debt interest, and the federal budget deficit make up about 70%.
If you earned $100,000 (gross) this year, you'll end up spending about $100 dollars on welfare recipients. Most of whom are blind, handicapped, or otherwise disabled. I doubt the percentage of people who "game" the system is above 20%, but for the sake of argument, let's say you're actually spending $50 a year on "irresponsible" people.

Ironically, the tax credits do not increase welfare spending, because they are never recognized as entering the federal budget, but nonetheless they are a method of stealing from the haves, and giving to the have nots.
It is not proper that a person with seven dependents is able to claim $40,000 in deductions on what is probably less than $10K of net income, and get a tax return on the "-$30,000" balance of Adjusted Gross Income. Thus that person is receiving welfare, even if it does not flow through the Department of Health & Human Services.
As usual our politicians are happily obfuscating the facts. The Republicans are doing it, because they want to be able to claim a victory over welfare, and the Democrats are doing it to hide the true cost of welfare.

Obama is betting that by spending on social programs and releasing revenue drawn from taxes in a bottom up way people may begin paying off debts without the worry of becoming derailed by simple things such as a health problems, car payments, house payments, etc. As well as directly contributing to businesses, both small and large.
Blind adherence to total free market theory in terms of trade and domestic spending simply cannot work. Society is far too advanced and complicated, trade to transnational and conglomerated for the simple, while noble, ideas of men who lived hundreds of years ago. It's not about handouts, it's not about national heritage, it's about getting over ourselves and realistically looking at our huge social and economic problems.
"Proper" is a term that I feel has no place in tax terminology, as nothing about our current (or future) tax system is. Is it proper that I pay taxes for oil subsidies, farm subsidies, congressional saleries, wars on countries that pose no threat to the security of our nation, etc, etc? We pay taxes, we will always pay taxes, where it goes is nearly moot at this point.
We already did try something else, from 1933 - 1960 we had taxation rates that were higher than Europe's, and those did nothing but interfere with the economy.
