So at the same time he is telling the country they should open up because he is declaring war won with he virus, he is going to hope that people buy him wanting to pardon Stone (who directly implicates Trump knowing about the Russian connection to Wikileaks) because he might get it.

A pardon would mean Roger has no 5th amendment protections, is off scott free and will squeal on Donald under oath. Unless he is really stupid (he is), he will commute the sentence.

I don't think he needed to. They are part of the same gang. Like any gang, Stone would have dirt on Trump to ensure he was pardoned but then again, Trump could have Epsteined him if he thought he might turn. So, it was in their mutual interest to stick together.
