Slow growth

I have 3 plants that have sprouted a little over a month ago...I'm using the same soil I have used in the past and my plants are small and are growing but growing very slowly...now the only thing that has changed is 2 of my t5 bulbs were blown so I have been using only 2 t5s... is it possible that the slow growth is due to the only 2 lights

not enough light T5’s don’t put out enough for flowering.
 
if It was just one plant, we'd think it's just a slow starter, but all 3 the same means environment for sure!
the obvious is the lesser amount of light.
 
These are the results of all 4 t5s going....just vegging not flowering. Its gotta be the light that is the problem

I keep mine under T5's for the first few weeks........I have an 8 bulb 4' fixture.
I wish T5's had enough penetration to do the entire grow........the plants always look great and grow well under the T5's.
