Terms of Reference are "Rules" that govern any commission or panel looking into anything. What they may consider, what they mention, and what they may not mention.
The IPCC forbids acknowledging, or even mentioning Earth made CO2. They want us to think there is only Man-made CO2. However, Man's contribution to Earth's CO2 is only 2.5 to 3.5%.
A Parable for You to See Liars as Liars:
YOU are Climate Greta, sailing to your next climate conference on the Solar Yacht, which springs a 100 Gallon per minute CO2, I mean water leak. IF you and your crew stop sailing towards your destination, and stop eating, sleeping, and bathing, you are capable of bailing back out a grand 5 Gallons per minute. 95 Gallons per minute are still rushing in. You keep it a secret from the crew that there are still 95 Gallons rushing in for every 5 Gallons they bust a sweat bailing out. Does this seem like a good plan to you? Does controlling CO2 even make sense? This is what the International Panel for Climate Change is doing to the World, to every economy.
Dr. Tim Ball, was sued for Defamation of Character by the IPCC, for stating, "David Mann is at Penn' State, but he should be in the State Pen' for climate fraud!" So the IPCC with infinite Lawyers funds in 2012 sued Dr, Tim Ball in Canada. Dr. Tim Ball used the Truth Defense and WON. He said "your Honor, I can prove David falsified his data." "Make David show the original data, and the "Regression Tables" where he adjusted it". The Judge told David "David Mann, show your data!". Daviid Mann for 8 years straight refused to show his data. He was held in Contempt of Court, and lost, being ordered to pay Dr. Tim Ball's legal fees. Then David started saying publicly the IPCC won the suit. Then the IPCC sued the National Review Magazine for stating the same thing, writing that "David Mann is a climate fraudster.".
Tony Heller uses just the latest National Climate Assessment to show we are being lied to. He shows the graphs in the back disagree with the conclusions in the front. He shows why they started their heat wave graph in 1957, the turn around from 2 decades cooling from the 1930's heat wave hotter than now. FACT: The 1930's were way hotter than now, and CO2 was 4X lower. That is "4 Times Lower"!
FACT: Humans at most produce 3.5% Vs. what Earth makes all by itself. A tree rotting in the woods makes the same CO2 as fire.
FACT: You cannot prove that CO2 control makes warming even in a lab, or even that we should try.
FACT: McCrackin, the Father of Global Warming Theory, had to use 100% CO2 to show any warming at all.
FACT: We will NEVER have 100% CO2. Plants want more CO2. With less CO2, famines will result. That is a fact!
