pepper soil too cold at night

So I am getting out of the weed growing (here at home) and have seeds for different kinds of peppers,onions,tomatoes, and the soil temp is dropping too far into the cold region causing roots and seeds to die. This is all indoors let me remind you. my garlic kicks ass but that is the only thing that seems to survive other than canibis. any suggestions. My oil filled radiator I use for heat tripps my breaker when the 1,000 watt HPS kicks on.

lay out a soil heating cable, cover with sand and place your pots over that, backfill all the gaps with Styrofoam packing peanuts.

i use a cheap heating pad under a towel for cold temp seed starting...
