all over the seeds all eight of them are these little white bugs alittle bigger than spider mites all on the case of the seed and i mean alot of them not just one or two but like 20 on one seed...

Throw the soil in the bin and buy some new stuff, clean everything, soak your seeds in luke warm water for 24 hours and don't go hydro;-)

Because bugs spread like germs and the other is probably just lucky that its particular part of the soil wasn't bug infested.
Some people cook their soil before they use it in a microwave or oven to make sure.
Dont be surprised if the other one gets munched in the end:leaf:

If youre insistent on re-using that soil, send it for a 10 minute trip through the microwave. That should kill any parasites that you dont want. Notice I say *should.*

The correct fix would be to ditch that soil, sterilize the room, and treat your existing plants for whatever kind of infestation you have. Simply replacing the soil is a good start, but if your plants are infested too, your new soil will be infested shortly after unless you get rid of the bugs. I would start by finding out what kind of bugs they are, and what the general consensus is for those particular bugs, and what remedy (if any) is available.

clean out is done im starting again lol everythings gone
You don't need to throw away any plants just the bag of soil and the soil that you know was infected and clean your area.
If you notice any thing in your other plants soil simply wash of the soil and repot them into new soil.:leaf:

Yep I would guess gnat larva put some Diatomaceous earth on top of soil to prevent further incidents.
