My Babies Are Sick, Please Help

I am growing three plants that are about 6 weeks old. They were going very nicely during the first few weeks but now they all have some yellowing around the tips of the leaves and are a bit droopy. Also they are growing very slowly, the two smaller ones especially have barely grown at all the last few days. The big one is about 9 inches tall and the other two are around 5 inches tall. I was using some shultz 10-15-10 fertitilizer but I haven't usd any in over a week because I though it might have been nutrient burn. Recently I thought it might be magnesium deficiency, so I mixed some epsom salt with water in a spray bottle and sprayed them yesterday, but no improvement yet. Can someone please help me, they are getting worse and looking sicker by the day, I included some info below and some pics.

Light: 4 40watt 4ft fluoros

Soil: Organic Miracle Grow potting soil with some perlite mixed in.

Strain: Master Kush

Temperature: No thermometer but I estimate around 75 degrees

pH of soil: about 6, is this too low?

water: I am using tap water but I tested the pH and it is 7

Location: In my closet, with a small fan blowing on them

If you want any more info just ask.

but they're cfl's, so foil wouldnt harm it all
it still creates hot spots and isnt as reflective as somethin as simple as white paint.. cut out some cardboard circles and paint em white cut a slit and slide it on.. just sayin tinfoil really is a bad option..

Looks like a simple case of over watering Michael.
Let them dry out and only water when the pots are light to lift.
They are suffering moisture stress which cause slow growth and drooping leaves.
Also, leaves will turn a colour like yours which mimicks Mg def'
Keep up those nutes when you do water again.
For now, just let them dry out and they should take off again.
Get rid of the foil so the soil can dry out.

ok, the tin foil is all gone. But the soil seemed pretty dry, are you guys sure it is overwatering?
Dig down an inch to test for moist soil.
Are the pots heavy?
What size pots?
How often do you water?
I won't discount that fact that it may be getting to hot in there either but without
an accurate way of measuring how will we know. I don't think your CFL's will cause heat stress though.
Are you exhausting the hot air out of there?

They are five liter pots. They don't feel very heavy, but I don't have anything to compare it to. All I have is a small fan blowing, but I keep the closet door open most of the day.

give em a good flushing once the soil is dry two knuckles deep.... flush flush flush then let em do their own thing for a few weeks... then dose em up
I agree with dgk.

You still haven't explained your watering schedule. How often do you water?
What signs do you look for to know when to water?
Do you get plenty of run-off when you water?
If it's tap water let it sit for 24hrs to get rid of the chlorine. For soil you want PH of 6.5 - 7.0 and you should always check your run-off PH.
I suggest getting a thermometer so you can keep on eye on those temps.

I usually split a bottle of tap water between the three every few days. I wait until the soil is dry a few inches deep and the top of the soil looks crusty. What should I be doing? I tested the pH of my water and its 7.

Yeah that's the way mate.
Just make sure you get some run-off when you water.
After you do your flush check the PH of the run-off.
