White powder on soil?

I think my soil isn't draining well enough and got a little mold on it. However, my leaves also have tiny yellow spots in them and the tips are slightly yellow/brown. I'm in a small space, so I'm thinking maybe light burn also? Or a bug problem? I don't really know... The most prominent symptom though is the white, almost dusty looking, coat over the soil. Help???

stays relevant.
Carefully scrape the top layer of the soil off, and place it in a trash bag away from the grow. Try to circulate more fresh air around the plants than the same are you continuously pass around.

sounds like a bad case of powder mold is setting in. reduce humidity//dryness. thats how mold starts is going back and forth. if its real real bad you'll have to wash your buds down to get the mold off come harvest time

Thanks. It isn't too severe yet, and it's time to transplant. So I'm going to delicately remove her from current, unsuitable home to new soil and a better area. Will this solve it or is it necessary to get rid of the plant? Like I said, it isn't really severe yet, and I think it's savable.
