Smoking Bylaws: How does the New Amsterdam/Vancouver crowd do it?

I have never been to Vancouver, and was wondering how businesses such as "The New Amsterdam" and any others in the West Hastings area go about operating a business in which people commonly smoke up in? I know it's probably just overlooked the fact that it's pot, but then, how do they go about getting past the smoking bylaws? Are there not smoking bylaws in Vancouver? Do they ever have trouble with the police?

Also, what about seed shops? How come there are so many seed shops in Vancouver but yet no others in the rest of Canada? Or am I just ignorant?

Cheers

Last time I went there, (the only time)

You go into the shop, mostly its a head shop with a sectioned off section to smoke. You can only bring in weed, and have to use their "Provided tools" to smoke.

You're not allowed to use your own pipes.

Oh also not to sure if they still do anymore, but the one I went to you could buy peyote cactus's or the buttons in the shop.
