Yes, they will live. What I am trying to figure out, is what you intend to do with them, after that, and when? How long are they going to be in that window, before you move them to full light? They'll live there, practically forever, but will be stretching soon afterwards. I don't suggest waiting more than a week or two, unless that window happens to get lots of direct sunlight, AND with the correct photoperiod that you are looking for.
Tell us what you plan to do with them? How long do you plan to veg?(what size) What lights do you plan to use for veg? Flowering? Indoors, or outdoors? Etc...?

^You're telling me that you have a legal license to grow, and you're not going to take full advantage of that? 
Damn man, I'd sell my own car, if it took that, to come up with the money for a decent setup, if I had that same priveledge.lol How many hours of direct sunlight does that window receive? It'll take alot, to get any real smoke out of them.

It recives 7 hours a day sometimes up to 9
Personally, despite the time of season, once you have rooted clones, drop em directly into the ground, the change in light cycles will most likely push into flower however, youll get a bit of stretch and veg growth due to the reach of roots in ground not pots. The window sill theory, wouldnt waste my time, due to your restrictions, time frame etc, your best chance is greenhouse directly into ground. Good luck.
