Think about it. We're at war with "terror". I thought you had to have a well defined enemy to go to war. We are at war with a mindset. Much like the war on communism. We are at war with the way some people think. ANY one of us could be labeled a terrorist at the whim of the government for speaking out against said government. ANYTHING that threatens the government threatens National Security, ergo, it's terroristic. Just look around at things. 20 years ago, nobody I ever heard about got charged with making "terroristic threats" to anyone, these days, it's a commonplace charge, especially in a domestic situaution. It's a small leap from there to declare someone a terrorist, and then you're off to whatever place they now use since we found out about Guantanamo and Abu Ghraib. This may sound like extremism and "Chicken Little" scare tactics, but I can assure you thats the path this government is taking towards the citizens. Drugs have already been declared a threat to national security. They'll have to implement it in small steps, but I believe that in my lifetime, those who do drugs, not to mention GROW them, will be considered terrorists to the lives of the "law abiding citizen".
