I been searching the web and I can not be certain based on the advice I found so I will post a pic (at bottom of post)and see what the experts at ROI can offer for advice.

Here is the run down so far...

Bag seed
Seed Planted on Feb1, in 16oz Solo Cup
Sprouted Feb 4,
FFOF soil
4 55W Pl-l bulbs
PH seems about 6.5-7 ($20 meter could be wrong, next trip out I am grabbing a better one to test with)
Temps vary between 75-80
24/0 hours light cycle.
Using plain water, no food yet

On the 11th I noticed the first set of true leaves bending in half and point down.
At first I thought I over watered or the OF soil was to hot.
I made sure the soil was dry all the way to the bottom then flushed with about a half gallon of water.
The cup has 1/8 in holes spaced about 1 inch all the way around up and down the sides and on the bottom so drainage was good.

Feb 14, Problem still persists and progresses. The first set of leaves are showing signs of yellowing
This time when i watered, I allowed the soil to soak up from the bottom in 1 inch deep water till I noticed the moisture soaked up to the top.
Feb 19 time to water again but the problem is not getting better and the new growth follows the same pattern.
I have not only checked with my finger before watering, I used a meter and the wood dowel test.
All signs said it was dry and time.
Feb 19 Surprisingly the new growth is abundant and seems to me to have decent color but still seems destined to claw.
I decided to put her in a new pot to peek at the roots.
They looked white and healthy compared to other posts I have seen online. just not as many roots, covered about a full inch of the bottom and starting to fill in the sides. Sorry, I know I should of snapped a pic.
I have 2 others that sprouted on 8th, leaving them in the cups for now. They do show the same symptoms

I hope I have provided enough detail for some nice person to assist how I can get this little (hopefully girl) to bounce back up.

Have you fed her....for some reason you have yellowing of leafs....which could be a nitrogen def? seeing as you are in FFOF you should be good for 2-3 weeks but im not expert....and also how close are your lights i dont remember if it was in the post lol

Your 55w PL-L bulbs are good for a hood, (even though they're only 5000k) but get some single 6500k 26w CFLs and hang them 1-2 inches from ur plant...and how often are you watering? And are you letting the tap water "sit" for 3 days to expell all the chlorine and become room temp? And if ur using anything like me that's got peet moss in it ur ph balance stick won't work (unless you get an expensive 1), you need to use the ph test strips...

Keep in mind I'm a noob too, so I'm no doobie doctor, but I'm following basic rules and getting good advice...But it looks like they not only need more light, but the right kinda light...the 6500k gives off what they call a blue spectrum while the 2700k gives off a redish orange spectrum. I started with just 6500k and was doing fine but when I put the 27's in there I saw them jump lol. (more 65's than 27's to veg and the oposite for flower)
Good luck and let me know how it goes

Thanks for the responses...

I have not fed anything, just water and soil.
Nothing extra done to the soil, just straight up FFOF (the guys at HTG said it should not burn the seedlings but I am having my doubts)
Lights distance is about 8 inches, and to clarify the lighting setup a bit more,
I have 4 lamps for a total of 220 watts. 3x6400k and 1x2700K (actually the 27k is only 50 watts)
I thought that would be plenty, NO?
Doing double duty for water temp and chlorine, leaving out for a few for temps, and using a Brita.

I did discover the humidity was at 20% (yikes). So I am placing a glass dome over JIC and going to get a humidifier next run.

Thanks for any and all input.

The "Brita" may be taking nutrients from the water that the plant needs, leave regular tap water out for 3 days and try that, your watts are good but put those lights closer, within 1 - 2 inches, here is a pic of my setup it may give u some idea of what I mean...and post in "Indoor growing" under sub forum "CFL lighting" and you will get the responses you need from people who have WAY more knowledge than me...

Nice looking girls and setup.

I will drop the Brita and see what that does.
Lights will not be able to drop down much more but I can move the plant closer.
Looking today, It seems she lifted up a bit, not much but I think she is bouncing back. Or I am just to optimistic. hopefully comparing tomorrow from the pic yesterday I will see the improvement

I got humidifier, hopefully that will help too. The leaves do feel a tad dry

Thanks for sharing

Thanx, they're my first grow and I'm learning a whole bunch on these pages, so keep reading peoples journals related to ur grow, that's what I did. And, ya if you don't have humidity, I found "misting" them about 3 times a day helps....and that's MISTING not RAINING...lol

ya I had mine on boxes and books and anything I could find..lol..had some jokin about using paint cans if I had any..but I had some heavy duty speaker wire and lowered my hoods & built a rack on them to hang my CFLs...not perfect but should work fine for the time being.

Just to update what has been going on. w/pic
The first to sets of leaves did not look like they were going to recover, so I clipped them

I am starting to think it is nothing more then the soil that is giving me grief.
FFOF may be great when upgrading her container but I think for seeds it is just to much.

I have noticed that when wilting started to show, instead of just flushing with 3x more water, I let her sit under a luke warm fine misting shower head for about 20 minutes. (yea I gave her a shower).
After she drips out for about 10 minutes, I water again with a gallon of water and about half runs out
This gallon of water has been sitting out to let things that may linger in the tap evaporate out

She bounced back up after about 2 hours and holds her shape for only a few days then I repeat and she bounces back up again.
I realize this is could cause an over watering problem as the soil is still moist but she likes it.
soo, to get air in there I took a (sterile) kabob rod and poked well over a hundred holes through the soil staying clear of the main tap root
I am using that superroots air pot and I attacked from the sides hitting every hole
I did this yesterday (the 27th) and today is when I snapped a pic of her.

So with all what I been doing, she seems to be better but I am curious
All the over flush/over water process seems to be helping, Is it possible my main prob is nothing more then seedling medium?
I have fed nothing yet but straight water that has sat out for a few days.

How much perlite if any did you add to your soil?
You might be staying wet in the center, while the outer part close to your air holes is drying out.
It does look better than your first pics, but I think it's a watering issue.
If you have more of the same soil, take another container like that, and fill with soil to get a feel for the weight.
See how your plant looks when the weight of that pot gets close to that of the plain dry soil pot.
Also, I would quit flushing so much.
Rik was right about the Brita, but you don't need to let your water sit for more than 24 hrs, if that is more convenient.
