24 days in Light Warrior soil
Canna Start nute
19/5 light cycle
Temp 68 -72
Blackberry seed

These seem a bit small to me. They are about 5 to 6 inches tall.
I think my problem is my cheap Wal Mart 24 watt florescent light.
I just ordered a Sun System 150 watt model.
My questions are:
Will that help growth and when should I switch to 12/12?
Any help will be appreciated!

Those are tiny for 24 days. They are all growing under a 24w light? There's your problem. You shouldn't be thinking about switching to 12/12. Let them veg properly. They are nowhere close to being ready to flower. The 150w will help but not a great deal. 100w should be per plant. I run 400w for one plant.

Switching to 12/12 tells the plant that it is time to flower. You will want to switch your lighting schedule when you feel your plant is big enough for the yield that you want. Some people will veg for 30-40 days others will veg for 80-90 days. Really depends on how much bud you want your plant to produce and how much room you have for the plant to grow. As mr2shim said, your lights are the reason your plants are growing so slow. I started from seedling about 6 days ago and my plants are almost bigger then yours lol. I am using a 400 watt MH though and this obviously is the difference. Now I am fairly new to growing but it also appears that your plants are stretching for the light, if you are going to keep that low of wattage running (lights) you need to drop em a lot closer to the plants (assuming you want shorter, bushier plants). Other then that your plants look healthy, props!

Yeah they are very small for 3 weeks+ and also they are very skinny and tall (stretching) which is not good. Put the new light as close as you can to the plants. Anyway you are at the right place for good advice;-)

Just installed my new light. What a difference. I'm using a 400w Optilume HPS with a adjust a wings reflector. You said to put the light as close as possible. Should I be worried about burning them up? This light seems quite intense.

Yes you should. With the new 400 you wont want to be closer then about 16 inches. Put your hand under the light and leave it for 20 to 30 seconds. If it feels hot to your hand, it feels hot to your plant! 2 ft with a 400 watt should be fine.

Yep you need to give them more light, and get it close, cuz damn 24 days, mine are already to start over flowing their 3 gal pots at 30 days...I'm a noob but here ya go this is my biggest girl (Blue Rhino) at 25 days from sprout...

get them lights as close as you can, mine are 2-3 inches max from my plants, ( I pull other lights out of the way to take pics)

16 inches is far for a 400 he will be losing a lot of lumens. If he has enough ventilation then the 400 coul be anywhere form 6 to 10 inches away. I have my 600 watt hos 8" away from my flowering girls. Ventilation is key!

get a fan to blow on the tops of the plants to push away any radiated heat. Lights can be place way closer with good strong fans.

Nice...I'd be scared to go hydro, hell I'm havin' probs with soil..lol..
Don't be scared of hydro. Just some research you can figure it out. Dwc is pretty simple and has exploding growth! But I love the taste from soil organic plants.

Sorry, I should have said as close as possible without burning your plants or affecting temp to much. I have my 400 mh about 12 inch from tops, mine is air cooled but I have outside temp issues. check this out mate. distance_chart.jpg

That chart is useless.. Look at the distances it says, you try that and you will cook your plants.. It does'nt take in to consideration heat stress, it just shows how close you would have to get, not actual useable distances.
