You cannot use a light dimmer to control a fan. There is a growing misconception that this is safe to do, but the logic behind it is flawed.
Let me explain:

If you mean light coming from like the direction of the floor shining up then no. The undersides of the leaves do not take in light. They are not made for that. That is like trying to get a suntan on the palms of your hands.
Side lighting yes.
I adopt unwanted animals from the pound. Then take them in and get them fixed. Some have behavior problems. Mostly there are just too many pets. I am a softy and so is my hubby. Two kitties live outside because they won't use the litter box.

If you are trying to make use of a PC case fan, but finding it gets quite loud...
