You said it...your only giving nutes every 3rd watering. Feed them EVERY time you water. Maybe every 4th watering give them a flush, but feed them every watering. Your plants look deficient. Feed them

If you are in flower skip the neem and just use pyrethrin

Hard to say from the pic but I think it's an Aphid. See all those white specs on the leaf at the left? That's what dead aphids look like. If you arent in flower start spraying with neem oil and pyrethrin bombs alternating every 3 days.

What he said, but pump up the calmag to 5ml/gal and make sure u are using the "aggressive vegetative growth" ratio on the flora series. I'd also consider getting a better grow light.
