IMO....PH is high, we keep it the range of 5.5 - 5.9... no higher than 6. But thats in coco. Looks like you have a PH lock out ! here is a table that will help ;

Tapwater in Australia has strict standards when it comes to TDS, though chlorine levels are high... just leave it sit for 24hrs and 90% will evaporate. Tapwater is fine ! & already treated. Tank or rain will usually cause mold. But treated with alittle H2o2 it will be fine. Bore or well...
