GU said the issue was corrected. The seeds were too fresh and the second batch that was released was allowed to dry more before being sent out. I got the second batch :).

In my experience I find in honestly doesn't matter. No one is gonna come knocking. Ordering seeds for novelty or preservation sake is not illegal. Germinating can be, but unless you have a huge illegal grow then I doubt the authorities will care much.
