Lower the floor. No seriously, are they getting too close to the lights? Is your light in an air cooled reflector? My guess is you can probably tie them down more than you think you can. It might look impossibly crowded when you do it, but they'll adjust and it's better than burning tops.

I've used a 400w hps in a 2x3 closet, but you need an air cooled hood and ducting. For cfls in a space that size, you need a minimum of 300 actual watts to go through flowering.

I think you should get that ballast replaced and try the new one with a bulb you know is correct. Digital ballasts have their old school critics, but they are fine. Don't buy a cheap Chinese ballast unless your grow area has a good sprinkler system.

Two observations: plants in veg don't need 600w hps at any distance. Unless they are in at least week 3, a foot is too close. I don't believe there is weight gain beyond the point where thc degrades. The return on investment for letting it go beyond that point is less than zero.

It's not the number of plants per se, but how well you utilize the space. You could have one plant or six in there and either way, it could be a success or a failure. I used to have a space just that size. I started trying six plants, went to four then to two. I got better yields with two.

Maybe that is the best guess. Only 4 of 5 seeds germinated and 2 of those 4 failed to sprout. I still wish I could get an autopsy and know exactly what it was. Over-feeding of some kind seems to be the only answer, but yet I've never heard of that causing droop, just burn.
