Well, there is no set rule. That's why growing kinda rules- more an art than a science. The best advice I could give you is to wait to see how the plant responds to the new nutrients- whatever your are using- and wait until you see improvements. Then begin 12/12. Good luck!

Definite possibility. Another possibility is high levels of ammonium in your soil during late flowering. High levels of ammonium causes stretchy buds, just as pictured. But I've only seen this kind of reaction in indoor plants. Strange.
