That sounds like the complaint of someone who knows they can't support their own argument with data. LED's superiority by a gram/watt metric is not even a question these days, and LEDs being cost-prohibitive is an outdated notion. Those who believe otherwise are mistaken.

I'd choose a fixture capable of at least 30 watts per square foot and then dim it down to a lower wattage if I didn't need that much light.

At 6.25 square feet, I'd shoot for 200w, or even a little more, just in case you can use it.
