Meanwell makes a few different series, some much cheaper than others. Take a look at the LRS series if the HLG models are too expensive for him.

You'll probably get a few different answers to the question of how many watts you need to replace a 1,000w HPS, but personally, I'd shoot for around 600w.

Well the HLG-600 is basically a kit light, but growerslights.com will put it together for you (for a small fee), so that's part of it. Also, if I recall correctly (and I may have this bit wrong - @Stephenj37826 could set me straight if I'm off base here), the HLG-550 has some certification(s?)...

For pre-built fixtures it doesn't really get better than an HLG light. Two 260 watt units or a single HLG-600 (pre-built from growerslights.com) is about as good a price-to-performance bargain as you can find. For DIY'ers, you can't really beat the Samsung strips that others have mentioned here...

Better than all of the brands you mentioned. By such a large margin that it makes those lights seem like toys. Check out the HLG-600 at growerslights.com - you can buy it pre-assembled if you're not comfortable with DIY. That will be all your 4x4 ever needs.

The HLG-300 would be a very good start, yes. Add a second when you can afford it and your 4x4 will be ready to rock for years to come.

Many do, yes; though I'd say 3000k is just as popular. I have both (QBs) myself, and in my experience, they perform comparably.
