depends how big you want em. But yes, definitely 1 atleast :mrgreen: and maybe use the enhanced spectrum bulb since you plan on vegging with it.

the fans can be quieter if you feed em less voltage. They are 24v but thats only saying 24v is the max you can feed em. So if you wire it to an old cell charger its like 3 or 6 volts i forget. I bought an ac adapter at walmart that was adjustable from 3 - 12 volts. To find the 24v power source...

my box was 26x18 and i think 52 high. And no 2 fans. One just exhausting and then the other to pull heat straight off the light. and then one for a breeze. But like i said i was just giving you an idea, I have no idea if this will work for you. And im not sure about putting your plants only 2-3"...
