You might as well. Vertical root growth is the best kind for the plant. I would put it in it's next pot with a couple inches from them top of the pot. When the seed stretches out of the soil, you can continue to fill dirt all the way up the the most bottom sets of leaves ( or the seed leaves)...

It's a horrible scam. Technically any light can grow it, but at different rates. Cfl are good for cheap grows. Look at actual wattage, not equivilant wattage.
