It could work for veg but not enough lumens for flowering. They only shell out 3000 on the high end, and 1000 on the low end. Far short of the recommended 10,000.

It could be mites, youd see the tiny fuckers on the inderside of the leaves. If you mist you should see webs at the nodes. Otherwise it could be pH.

Just a little tip. If you build your own, put in an on/off valve with a detachable hose. Believe me, if you have a few 5 gallon bucket grows, it gets to your back when you are changing out 15 of those fuckers.
