pH does NOT determine hardness or softness of water, PPM/TDS does. Mine is 50-100ppm out of the tap and 8-10pH on any given day. It's not unusual for city water to have high pH. That's what pH down is for. Depends on your water and what the city does to it at different times. Anyway, 120ppm is...
