    i haven't read your specific complaints but, if the water is too harsh for an RO you should be running it through a softener before the RO. If your water is truly coming out of a faucet at 90 ppm TDS it shouldn't be leaving anything close to rust coloration and/or stains.

    I used 2 x 4's for framing, 3/8" thick cardboard for my walls and, coated it with black/white poly; total cost for a 6' x 9' room was under $200. Just make sure the cardboard isn't touching the floor.

    EPDM is not water soluble, no need to worry. What brand/model of water heater is it? I can't think of any water heater sold in the U.S. that uses EPDM or any black rubber/plastic in the waterways/storage tank. Edit: Stuff from the water heater shouldn't be getting in your cold water lines...

    You use CO2 in a sealed, air conditioned room with humidity control. Another time you should try using CO2 is if you have heat issues; granted, you are better off fixing your heat issues before throwing CO2 at it, but the higher CO2 levels will make it a manageable place for your plants to live.
