People use small cups like those to do sea of green(sog) grows. Thats were they take alot of rooted clones and veg them little to none and then go straight into flowering. Sog grows produce a lot of smaller single cola plants. So yes it is posible but you wont get much bud off of just one plant.

Let the leaves be. The little ones farthest down the stalk are the cotyledon they are supposed to die and fall off naturally.

Are you flushing the plant? Because thats what happens just as jrh72582 describe in the first part of his post.

Dude you should definatly wait to grow untill you move out and do some more research in the mean time cause there are a few ways to keep plants small like lst and scrog. Thats just a couple of ways.
