I would drill a bunch of holes into another thinner wood panel, the same size as one of the shelves, and glue screw in LED bulbs to the top of it in a grid pattern, around the rims. After you take the plastic globes off, which drastically increased the output.. Then use it as the shelf that sits above the little grow space you circled out in the pic.. A 2" hole saw should be about right, but let me check and I' can tell you the exact size.. (EDIT: or just use the one of the existing shelf panels, seems you don't have a skill/tavble saw..)
Use RTV silicone because the LED bulbs get pretty warm. Then, you can pry off the screw in section to expose the wires, and use a bag of wing nuts with cheap extension cords to wire it up, instead of spending $1-3 a piece on the sockets. The cheap 12 extension cords at most stores even come with the plug already, opposed to buying a roll of wire. The LED screw in bulbs are around 6-15 actual watts a piece, and come in daylight or soft white sprectrum.
T-5 gonna get hot in a small cabinet sized space like that. You'll need an inline fan for sure.

All you need from that set is the keyhole saw at the top left. The big hacksaw is for steel and the lower tight blades are for a reciprocating saw. Little pruning saw is no use to you either. That keyhole saw has pretty big teeth and meant for drywall but could do the job on plywood tho harder to make a tight circle with that.
Hell you could punch out a circle with a 1/2" wood chisel and hammer. You surely have a hammer? Just punch thru to a piece of plywood under the one you're punching thru so you don't ruin the chisel in the first few blows.

If it's a flat blade screwdriver you could rub it on a sidewalk to put a bit of an edge on it then save buying a chisel. It's not like it has to be a perfect circle for what you want to do. A cheap screwdriver will probably bust when you pound on it tho so I'd go with a cheap wood chisel that's designed to take the blows. As far as I can see that would be your cheapest route to get where you want to go.

Could frame up some 1x1 and wrap it in Panda film, LED light for under that. Be a start, any grow is better than no grow
going with the cabinet on page 1, likely going to cut it down to the cube size that the amazon box is occupying.

Don’t buy an MH light for that tiny space go on Amazon and get a 150watt LED groplanner light for 40 bucks more than you need for that space but it will fit and will grow perfectly.
I’m not sure you should be worried About making a tiny grow space for vegging plants to go outside. Just veg them in any open space then you won’t need anything but the light but being it’s already planting season just plant them outside as mentioned above. Best of luck to ya.
You may want to sharpen up your DIY skills before tackling a DIY project. Not trying to bust your balls but all your questions have been real basic knowledge For the most part.
