why its bad to plug it in when on better to turn it on after plugged in

A high draw light can cause the plug to arc as you push it in if it's ready to power up. They pull a lot more power at startup than while they are running so you want to have a solid connection before lighting it up. I have a 6-plug power bar plugged into my timer so I can flip that off while connecting lights as my lights don't have switches.
