Thanks for all the help guys,

I found new soil and I transplanted 4 girls into smaller pots with the new soil added 25% perlite.
This is the only Soil I could find where i am.
Tested the soil PH, it showed 7.0 (used soil ph meter)
Watered with 6.5 ph'ed water and took the runoff and tested 6.7 ph (Used digital Ph meter)

Attached picture of the soil bag with what they say in it.
Anyone has any Idea if this soil will work ? so that I replant all 18 girls with this soil
Again I am thankful for all of u guys.

I think it's all your soils problem. Though it was clearly a mistake to put tiny plants in big pots like that, and to give them any nutes at all at such an early age.

Can you please confirm your Soil PH numbers?
The first page said you were watering at 6.5ph water and the soil was 7.0 at the start.
This page says you water at 6.5 but the soil started at 6.0 and the soil is now 4.5?? These are major changes.

If its soil. You want 6.5 obviously. If your run off is 4.5. Something is really really wrong and your plants cannot possibly grow in 4.5 phed soil.
Secondily, according to the picture instructions. Your soil is pre fertilized for 11-13 weeks of growing with a NPK. This means that its already got nutes, and its already at full strength to support an adult plant. So your 1/4 nutes just made it 1.25 nutes in total.

So it seems your ph of 4.5 is WAY too low, and your soil is already loaded with lots of nutes and wont need any for many weeks if at all.
You need to reseed some fresh plants into some new soil that is not pre fertilized as its considered too hot for young seedlings. If you will not reseed, Expect a long wait for thier recovery, but it may be possible to save them if you take them out and put them into much smaller cups at soil phed at 6.5ish. with no nutes.
I have changed my soil to the bellow picture, can you confirm if this soil is good as to change all please
soil ph and info bellow

10 girls died

8 remain and looks pretty good now under CFL
I have 6 new seeds planted and now under CFL since 10 days
3 Cheese, 1 Skunk, 1 Widow, 1 Diesel

Feeding only Water PH'ed 6.5 with Lemon Juice
My soil seems perfect this time.

I was wondering when do I transplant the new seedlings (10 days now) ?
When do I start feeding them nutes ?
When do I move them under 600W or 400W HPS (I have both) ?
