put the cfl as close to the plant as possible without burning it..if its too hot for your hand then its too hot for the plant.., and yeah throw some more cfls around the middle and bottom buds hense they wont get as much light from the 200 watter.hope this helps

ive seen some nice grows as far as CFL's go. im no expert, but 200w for cfl is HUGE. so it should do great. 
imo i wouldnt put more than 1 plant under 1 cfl bulb just because of the low amount of lumens.
and if you ARE gonna save up to buya highclass lighting setup i would suggest you get a HPS over a MH because
HPS can be good for flower and veg where as MH would would really only be good for veg.
BUT of course having the combo of the two is always best.
