2'X5' growing closet, lighting question

I have a closet in my house that hubby set me up with 4 flouresent ballasts.
Each are 48 inches, positioned vertically. 1 on each side wall, 2 on the back wall.
So I have a total of 8 lamps. 4 Philips 32 watt daylight, (cool) and 4 Philips soft white 32 watt (red light) lamps.

He did not install an overhead ballast.

Question #1......is that a "plant breaking" mistake?
Question #2......regardless of the addition of another overhead ballast, is this enough for 3 individual plants in an earthbox? (earthbox is probably 2/3 the size of the overall closet space, and will hold a guesstimated 15+ gal of soil.)

Thanks. This is my first grow. I have perused this forum and have an old (given to me) volume of the grower's bible, but would just like a specific answer if possible. ;-)

That sounds a lot like my set-up, other than the fact that I have my lights hanging and not set vertically. I cant really give you any sound advice since this is my first grow also, I cant say definitely that the earthbox is big enough but it sounds good, and it sound like to me that them 8 lamps would do the job for 3 plants. Do you know for sure whether you have all female seeds? because if you dont know their sex when you put the seeds down, you have to assume at least half will be no good males. Anywho, I have 4x48" lights hanging about 2-4inches away from the plants and then another 4 cfls sitting level in between my two rows of 4 plants. And my girls have been doing fine other than a pest problem, but here is a few pics of them and my set up. Keep us posted, Im curious to how well your vertical set up will do. Good Luck =)
