3 weeks old and only 1 1/2 to 2 inches tall

am i doing somthing wrong there growing outdoors and it seems like the plants i see on here that are that old are 2 times bigger but there indoor grows so tell me is this normal growth or should i be thinking about changing soil/adding nutes?

there 2 leaves in the middle and theres 4 on the top with 2 more coming up and on the other one(wich i didint mean to grow) theres 2 in the middle and 2 on top with 2 more coming up

My first question is what kind of environment are they in? Is it hot/cold? Windy? Lots of sun or shaded? What is the whether like?

well rite now its kinda inbetween hot and cold mid 70's in the days and mid 50's to 40's at night but i bring them in if i see its getting into the 40's um sun alot of the day but twords the later part it gets half shade half light from the trees not realy windy a slight breeze maybe

highs are like 74-76 i might have planted a little early but i figured it could hurt much
