6 weeks into flower and not entirely flowering?

My sharks breath is flowering, massive buds one most branches but maybe 3-4 branches aren't budding or have really small buds. Is this normal? It was from a clone and I'm not sure why this is happening? :/ no pics but imagine a fully blooming plant that's 8+ feet tall with some branches with little or no budding.

Ya its called popcorn buds. They aree small and larfy. I always trim off those little sucker arms so the plant can focus on the inportamt top growth.
 
The problem is these branches are quite large, the way I topped this lady was that it created like 10-12 branches shooting out from the middle to form a bunch of colas. The issue is that there are like 3-4 branches of these that aren't even in flower yet it seems, the seasons are right and it appears to be getting enough light but the growth is almost nil. :/

If you take and cut them like cuttings/clones prepare them the same way as a clone, you need a humidity dome/root gel, and root them 2wks in peat pucks when the roots pop plant em and 18/6 or 12/12 and they'll finish budding. This is what happened when I tried to clone flowering cuttings. Believe it or not 4mos later one that grew a large bud is now growing again, like finally revegging. The other 4 I grew four large buds same potency as the mother. yum.
