It's working as expected. You generally have to set the controller temp lower than your target temp. How much depends on your environment and the transition multiplier. With a little tinkering, it's easy to dial in.
Air circulation during the dark period is very important to prevent mold and mildew. Humidity spikes at lights-off. Consider setting the minimum speed setting to something other than zero.
