let the water sit for at least a hour before you give it to the plant to get all the nasty clorine out of it

Nice, but you def do need more light. And try to keep the lights as close as you can to 2 inches from the tops. Chlorine takes about a day to evaporate from tap water. They are stretching because of the lack of light. A DIY reflector with 4 lights would be your best bet. So you can switch out different spectrum lights in and out when it hits flowering. Maybe have 3 blueish and a yellow for veg and 3 yellow and a blue for flowering. There are some sweet uvb cfls here Reptile lighting: UVB Compact fluorescent reptile lighting at Drs. Foster & Smith
UVB light during flowering would be great. UVB helps produce more THC. You might be able to find one in a pet store. good luck.

yea i think i'll grab a couple of those for the flowering stage when the clones are ready for that. would 2 be enough for 3-4 plants? thanks man! saved me buncha cash, I was thinkin of gettin a hps but those are cheaper and easier to ventilate and shit.

and you would have to make some kind of ventalation using HPS HID those lights get hot man

That's true. Ventilation is complication and harder to control temperature and they use more energy too. Actually tho.... The UVB lights are not a replacement to HPS. They are a different light spectrum.
The low KELVIN CFLs are like 2300 to 3500, and are the red spectrum, the bulbs are cream colored and often called soft white. These are the best for FLOWERING if you stick to CFLs. The 4500K to like 6500K are the real bright white lights of a blueish spectrum that work well for VEGETATING. I wouldn't go fully to one kind when in different stages. For example with 4 CFLs: I'd go one BLUE, one UVB, and two RED in the FLOWERING stage. For VEG: one RED and Three blue.

Don't forget that you need a minimum of 2000 Lumens per square foot of grow space. 4000 Lumens is the optimum tho. So since a 26 watt CFL is about 1700 lumens, you would need a minimum of 4 for a 2x2 foot grow space considering that the plant(s) don't fill up the whole 4 square foot space. But 4 26w lights is a minimum. here's a nice list of different spectrum and size CFLs with Lumens to get an idea for what size and number you might need to make the minimum or optimum for lighting conditions.
